Well if you want free I am going to advise you to go Vector as it is completely resizeable and it vectors are made to make graphics, so for free go for Ifree computer images clip artnkscape. If you are going to pay, definitely go for Illustrator CS3 or CS4.
Do not choose Photoshop, look at the name PHOTOshop (obviously for photographs) and Illustrator (for illustrating and drawing).
The programe name is : Photoshop.
